It's probably just a "catch all" for all other material not in that list that would be adult material such as talking about sex, drugs with any swearing, or sexual activity where no nudity is shown. Could also be situations that would be hard for children to understand, racism, intense scenes not containing the type of things that are usually censored.

from the official website:
An R-rated motion picture, in the view of the Rating Board, contains some adult material. An R-rated motion picture may include adult themes, adult activity, hard language, intense or persistent violence, sexually-oriented nudity, drug abuse or other elements, so that parents are counseled to take this rating very seriously. Children under 17 are not allowed to attend R-rated motion pictures unaccompanied by a parent or adult guardian. Parents are strongly urged to find out more about R-rated motion pictures in determining their suitability for their children. Generally, it is not appropriate for parents to bring their young children with them to R-rated motion pictures.

wich means adults only
thats basically anything thats extremly graphic or goore !
they rate things by... kinda counting how many "bad" scenes there are in the movie and for the lenght of that scene!
so if its a 30 second sex scene u might say its rated pg13
if its a 2 minute sex scene its rated R
and if its 45 minutes of sex then its pretty much xxx rated

I think it's a vague term for thematic elements that may be of an adult nature. Like situations involving themes of crime or sexuality.
