How else does someone get arrested in a public bathroom sting for soliciting sex. A senator is largely a fairly intelligent and educated person. To do something so foolish that contradicts being intelligent or educated, he must have been instructed to do so on verbal commands from a god. (And prove that he wasn't!)
Bill had sex with Monica for the same reason.
George bombed the Middle East for the same reason.
PS. Talking to gods is generally a sign of mental illness and can be treated with medication and therapy.
