Oh, the shame of it---my father, refusing to hunt wild birds!...
Okay, here's a plan.

Go to the nearest mousehole. Set up a small building front that reads "Bank Vault". Set a non-lethal mousetrap behind the fake front. Catch elusive-but-temptation-prone criminal mouse. Threaten to make him your lunch if he doesn't cooperate. Show him birdcage. Set him into ACME blowgun with bag of tools, TNT, blowtorch. Stand under birdcage. Puff criminal mouse to padlock level, a breath at a time. Meanwhile, wear Gypsy costume and play classical mazurka to distract Tweety-bird.
This may actually work.
Then again, criminal mouse may be interrupted and inspired by music to dance with Tweety-bird, leaving TNT & blowtorch to drop back down ACME blowgun, with dire consequences, leaving you a smoking ruin with a shattered tambourine.

Father, look! A giant mouse hopping all over the living-room! Forget the Tweety-bird and remember your hunter heritage! I'm so proud of you!

They will be highly amused.

Gain their confidence. Eventually they will give you the keys to play with on your own.

Well....first, you are a cat, and cats do not have thumbs so a hammer and chisel wouldnt work....maybe try some wire cutters and cut the cage which the padlock is attatched to as the bars will probably be weaker than the padlock! Good luck with that Sylvestre!!

ok, here goes.
find all the pots and pans, and chairs you can find, obviously stacking them up underneath the bird cage with the smallest at the bottom. when it looks suitably unstable and almost reaches the cage, climb up and balance precariously on one leg with tongue stuck out.
at this point, produce toothpick from pocket that you dont have and attempt to pick the lock.
toothpick will splinter, and wobbly stack of pots/pans/chairs will topple. grab at the cage and dangle above ground.
hopefully, your weight will pull the cage down and you will be able to work on a level surface.
i suggest not removing the lock, but placing both paws in cage and dissecting bird into bite size pieces, preferably before Grandma comes home...
