I am not a confrontational person, so I am not sure I would say or do anything. But my god who would do something like that; are they that vain! Saying something to the people that allowed it is probably the right way to go. Maybe the employees or manager of the business should hold some responsibility in this because they should not allow such a thing to happen. If they told the mother NO she wouldn't be doing it in the first place. I don't know what fascination people have with tanning beds and getting tans. It's just not for babies or children. It should be a decision for them to make on their own when they are much older.
NO BUSINESS SHOULD ALLOW THIS ESPECIALLY IF THEY DON'T KNOW THE RISKS INVOLVED! AND SHAME ON THE PARENTS WHO WOULD DO THIS TO THEIR CHILD!

Hey, hey! Before we all go calling the baby cops, perhaps you should consider a little personal risk and politely ask if she thinks that's healthy for her baby. The whole problem might be solved in a moments time, and the worse you could get is snapped at.
Maybe she's a new mother who just hasn't figured it all out yet. If you're getting tanned too, offer to hold the baby for her while she tans. If you work at the tanning place, ask a supervisor. There are probably rules against taking small children into the booth.
I hesitate to call CPS on anyone. I've seen what they can arbitrarily do in my own family, and I refer to them as Child Prevention Services.

Was the baby wearing sun block??

No, in all seriousness, I think increasing your childs risk of cancer for cosmetic reasons, should be grounds to call CPS.

I assume you mean while it was on not something like sat it there for a minute to say clean up a split sippy cup? I would think she was a highly irresponsible, looks centered person.

I would hardly believe my eyes, and probably ask her is she was really going ot do that! I mean, if she had to set him down to grab something, but ot do it legitmately for a tan-that woman's got problems!
