Firstly, take the denominator of the decimal as 10 raised to the power of number of digits after decimal.
Then convert the fraction to the lowest form.
We have another procedure to convert a non-terminating decimal into fraction. but since this is terminating, the solution goes like this:

0.518
= 518/1000
= 259/500.
