If they were doing the planting they would want one that is cheap, needs little water, and can survive drought and abuse. There is also the issue of how tall the plant grows, what season it flowers, how well its profile blends with other flowers, and how much fertilizer it needs

If they wanted to be in the park the key things would be the color and shape of the flowers and foliage as well as the aroma and the number of flowers massed together on the same plant.
