There's nothing to physically prevent interbreeding, it's just not a very good idea. For proof that it's not impossible, look at the pedigree of Cleopatra the VII of ancient Egypt - she was the result of over six generations of brother/sister/cousin matings.
It's not a very good idea to inbreed because the massive similarities in DNA. Siblings are much more likely to carry the same genetic defects, which then means that any offspring they have are much more likely to have genetic defects, ignoring the higher mortilty rates and lower immune system function found from excessive inbreeding.

i'm going to go ahead and assume you're taking biology one, because this is a pretty good question! if you're not taking biology one yet, you're going to learn that traits are carried by people two allels to a trait, i think. when two people breed, the likeliness of the traits being given are distributed by chance- if a mother carries trait Aa, the characteristic A is displayed, because it's the dominant one. but if she has a kid with another man, who is also Aa, their children have a one quarter chance of being either AA, and a one half chance of being Aa, both in which trait A is being displayed. there's also a one quarter chance that a trait aa will be displayed, the recessive trait. many traits for congenital diseases are carried like so, and having two people with very similar traits increases the likeliness that they will have more dangerous traits that may be carried in the family displayed, like huntington's, i think. the chance would be much, MUCH less likely to happen if you mate with someone who is almost completely unrelated to you. it might be easier to understand if you can find an online example of this with dogs- some bad breeders interbreed dogs and the dogs end up with lines of bad traits bred into the dogs

So the answer is, of course they can! But the baby that results has a high chance of having birth defects or diseases. That's why almost every culture has a prohibition on sex/marriage between close relatives.

Interbreeding leads to a greater liklihood that the baby receives two recessive genes - one from each parent - that cause defects or problems.
Breed with me instead - its safer.

it causes physical and mental problems.....haven't you ever watched Deliverance....the boy playing the banjo!! He was a product of inbreeding..could play a mean banjo though!
P.s. I'm not trying to be mean about the boy! Research the movie. They say he was not "retarded" but that his "apperance" was because of inbreeding. I think his name is Billy Redden.
