Both notebook hard drives were tested on vista, the 4200rpm fujitsu scored a 4.1 on windows experience index while the 5400rpm hitachi scored a 4.0? Whats the deal with that I definately thougt the 5400rpm would be faster? both have 2mb buffer and the fujitsu has ata-7 while the hitachi has ata-5..

ATA-5 is 66, ATA-7 is 133, that's your difference in speed.

Maybe because the interface of the faster drive is ata-5 which is only UDMA66. The ata-7 drive is UDMA133.

There are two speed numbers. One is how rapidly the drives spin, which means how fast the next block of data could appear for the following read. The other is how fast the read/write heads can get into position at the place where the data will appear so that they don't miss catching data as fast as it is made available by the spinning.. There is also how fast the interface can take out the data that appears at the heads - which is a software/firmware issue.

If the drive turns fast and the heads position fast you get the data most rapidly for the software to take away for usage. However a fast spin without fast head motion or fast transfer seems to be your situation.
