Lily bulbs (lilium) don't actually take too well too being moved, but if your determined to move them then do it early spring, plant in large pots incorporating well rotted manure into the compost.
If you are referring to Hemerocallis (day lily) then you can move or divide the plant now or in the spring, dig the plant out of the ground, push two forks into the centre of the plant back to back and push them together to tease the plant apart, re-plant , do not allow the roots to dry out.

You can't delay blooming. If you want July blooming lilies, choose and plant varieties that bloom in July

Asiatic lilies bloom in June, hybrids bloom in early/mid July and Oriental lilies bloom in late July/August.

You can't really get them to bloom when you want them to - Mother nature takes care of that, with help from the weather, water and feed. Now is a good time to dig them up and replant them. I find that my lillies are better if I let them get pot bound.
