It was small, probably a baby, and outside my home. Does a black racer have those markings?

The Ringneck Snake - Diadophis punctuatus

There are two different subspecies of Ringnecks in FL. The one you found was D. p. punctuatus. The other subspecies does not have the ring around the neck (D. p. acricus).

Ringneck snakes can be found in nearly every state. They are very small animals (usually less than 12 inches), and, for lack of a bettery word, are quite cute.

It's probably a ring neck snake. They are very small, usually under 1 ft. & can be tough to keep as they can be picky eaters. Beautiful little snake, very calm & very secretive, totally harmless of course.

It sounds like a little garter snake.
