I just read the proposal. First these men will be unarmed, concerned citizens. The idea has merit, but it is felt that the volunteer turnout, if any, will be small. The Chief might be better off to establish an auxiliary or reserve police force, made up of unpaid volunteers. These men, and women too, would be trained as if they were regular Police Officers, and could be placed on the streets, to work with the Police. This could also be a requirement for becoming a regular full time officer, and would provide a ready pool of candidates.

I think the idea behind it is a good one. Get men from the community to step up and do something positive about the crime and violence in their neighborhoods. All would have some basic conflict-resolution training and would be volunteering their personal time. It's a great idea, though I'm not sure how successful it will be initially. I applaud the Chief on his efforts though, and I wish the city the best of luck with this program. And hey, if it works, maybe someone can suggest it to the Chief of Police in Baltimore!

Philadelphia has always had a recruitment problem, and everyone knows that when you lower the hiring standards you will attract elements who should not be police officers. Even Philadelphia can attest to this.

While it sounds like a good idea, the question becomes "where will you find the 10,000 good men"? I haven't read this article, but wonder where they can attract and keep qualified candidates without lowering standards.

Federal agencies and neighboring communities will be competing for the same kinds of applicants. Good luck, Philadelphia.

Your link came back "may have expired". If they have tried everything else (whatever that may have been), go for it. As I could not see the article, whom was going to pay for this? Us the taxpayers I suppose.
By the way, the black population in Detroit is 92% of the total population. I can't believe Philly has to get that radical. Wasn't this tried in Washington DC and it was a failure?

Yeah, that'll help. It's not that there are too many Black criminals, but that there are too few Black cops.

Racial quotas are our strength even though we are all exactly the same in every way.
