I would not allow it. Talk to your lawyer. If she takes your child there, you may have a hard time to get him, or her back. Maybe never. You can't trust this mexican government to do the right thing.

If she is the custodial parent she can file for a passport without you, but does need your written permission to do so. Now she can petition the court for its prmission to go thus overriding you but its a little more harder to get and costly too. She probably wont get across the border if border patrol checks upon her and without any written authorization. In the long run you may just want to work out a dealor compromise with her because the day may come that you may need her permission too. Think about it. Also not quite sure under new travel laws if a 10 yr old even needs a passport still or not

Does this child have some special benefits that you want him to stay? It should be a dream come true to you: no child support anymore! It's non-enforceable abroad. Or do you just want to annoy your ex? She'll go get his passport, if you do not sign the permission, she won't get it. Then she can either leave it as it is, or go to court. There she may prove that you did not participate actively in the life of your son, and stopped him enjoying his holidays just to spite her. You then will pay all the legal fees, whatever court will decide to reimburse her and will be fined by court. Then they will go on holidays.
Or do you want her to pay for your permission? It's called blackmail and can lead you to prison.
Let her be and let the boy travel for a bit - free for you as well.

If a child is under that age of 14 the notarized signature of both parents is required for a passport...so No, you do not have to sign. If you choose not to, the only way she could obtain a passport (until he's 13) would be to go to court and try to have the judge over rule you.

Do NOT sign that passport, because once you do, they most likely will disappear. You need to get proof of her irresponsibility, get a lawyer, and get custody of your son because she is being a negligent parent or however you want to state it. If you don't sign it, legally, she cannot go to Mexico, so don't sign it.

go to the law make them aware of what she is trying to do bring up your concerns and maybe get DSS in on this also you do not have to sign the passport but what's to say she won't kidnap your ten year old

read your divorce papers. often there is a 100 mile rule - kids cant live more than 100 miles from you. but to only visit Mexico on vacation is different.

No, you dont have to sign it. You are under no obligation to let your ex-spouse take your kid to foreign countries. If you don't sign it, she cannot take your child to Mexico, legally.
