Anyone can file a lawuit against anything......whether or not you will prevail though is a different story. Although your city probably has a noise ordinance, that doesn't mean even if they are breaking it that you will win such a suit. I know in my city they have certain exceptions to the noise ordinance and church bells ringing is one of the exceptions. Also, there is probably a different ordinance between night and daytime and as someone else pointed out, if the church has been there a long time and you moved into the neighborhood, you should have done your homework first.
We bought a house near a local airport. We often have planes flying low and helicopters flying about which can make a lot of noise. Sometimes we even have small jets overhead and military planes flying low enough to shake the house a little. They have exceptions to the ordinances and I knew that I was moving near an airport when we bought the house (for us it was actually a good thing, we love planes and we're not directly in the landing path, so it's all good). Before buying this house we lived near the local fairgrounds and with concerts, tractor pulls, fireworks, etc, we definitel had our share of noise. Again, the fairgrounds has an exception though.
If you can't stand loud noises, then you should make sure you don't move near an airport, fairgrouds, church, firehouse, etc. It sounds to me that you are just trying to make trouble for a church, rather than noise being so important to you or you would have done your homework on the area before moving in.

YES you can! In Lehigh County, Pennsylvania, a man with a home very close to the courthouse that played chimes day in and day out actually went one step further, and filed harassment charges against his city officials!! LOL
He ended up "compromising" with them ... was in the Hazleton Standard-Speaker and the Wilkes-Barre Times Leader, both of whom require subscriptions for articles over 7 days old, but you might be able to find it using "The Google" LOL

Yup. You can take anyone to small claims court. Fill out the form, pay the fee, have the plantiff served. To have any shot of a claim, you would need to show that the noise from the church is excessive, a nuisance, or at least somehow bothersome. Call the cops, file a report, see if it falls under noise pollution.

You may certainly try. One suggestion. Find out your city's noise ordinance. Get a decible meter (it's an electronic device that measures how loud the sound is.) Record the amount of decibles the bells are. If it is over a certain limit then your lawsuit will have more merit.

Probably not.... you need to find out about your local noise ordnance. I know in my area it's after a 11pm. If they are violating the times then you can have case. Filing anything against a Church is not going to be easy, find out all the laws first so you know what direction you can go in.
