Do you mean publisher? Manuscripts of a book?

No publisher accepts unsolicited manuscripts. However you can send queries to a publisher or agent regardless of your location.

You need to get a copy of Writers Market. They can be purchased online through Amazon or Barnes and Noble. You may even be able to buy a last year's version cheaply on half.com or e bay. They don't change all that much from year to year.

Search through it for publishers and agents who are currently seeking material in your genre. You will find that top publishers work only through agents. They do not accept unsolicited queries. But there are many smaller publishers you can send queries to. Just make sure you read the listing for the publisher or agent thoroughly and follow the submission guidelines specifically.

But before you send anything to anyone - make sure you check them out with Preditors and Editors and Absolute Write Water Cooler's Bewares and Background Checks. There are other sites, too. Writers Wall, Writers Weekly and Anne Crispin's site where information is available regarding the status of a publisher - whether or not they are legitimate and have had problems with authors in the past, etc.

Once you have done that, send the query in whatever form the publisher or agent requests. Some accept e mail queries, others do not.

If a publisher or agent is interested, they will contact you and request either a full or partial manuscript and a book proposal. The book proposal is very important. It is your biggest selling tool. There are many books that teach you how to write a good proposal and a query letter.

Many accept email queries. Depending on who you would like to submit to - you should write a good query letter and see if you get a response. These days, for a manuscript, you are best off to find an agent.
