Sounds to me like Beethoven's 5th symphony -- it has that distinctive 4-note theme.

Is this it?

That is the first movement from Ludwig van Beethoven's Symphony No.5 in C minor, Opus 67. It starts with a short-short-short-long motif played twice. Since it is in a minor key, many people think it is quite scary

Because I can't here what you're thinking of, I might think like everyone else that it's Beethoveen, but I suspect you're thinking of Chopin's funeral march (also call Sonato #2).
It goes:
dum dum da dum, dum da dum da dum dum dum.... and it very depressing and scary. Beethoveen's 5th isn't really what I'd call scary.

Definitely Beethoven's first movement to his Fifth Symphony. That short-short-short-long motif is found throughout that symphony, albeit in altered forms!
