I am a legal resident in Canada, and I need to know that, because I am currently out of the country. And I am returning, Do I need to present it When I rent a car?

No. You need to show your drivers license and a credit card.

A Canadian resident would have a Social Insurance Number. SIN, not SS. And you need to protect that number. It should only be given to government departments, your employer (who uses it to give to government) and credit related issues, like applying for a loan at the bank. If anyone else asks for it, I would ask why.
