I'm sorry, but some baby's are just NOT pretty! And their parents just seem so proud! I usually go with something neutral, like, "Wow, what a big, healthy baby!", or "Oh, look at all that hair!". ANYTHING to keep from saying, "Good Lord, what IS that thing??"!

merely smile and say "you need to be so proud to be mum and dad of any such healthful toddler". you're no longer mendacity curiously the toddler is healthful. merely attempt to maintain a impartial face which would be damn no longer consumer-friendly. You are right! I recently had to do this. My friend had her first baby who was......not adorable and I thought this second time around, the baby would have to be cuter, but no.
I just put it on her. I said, "Wow! Your second baby! You must be so proud. How exciting for you."
