Why is Joe such a stiff? He never messes around or wants to skip class.

Define "a joke", give a few examples.
Anything mean or demeaning I would not consider funny, and that includes most practical jokes as they mess with people's emotions, and that is unkind.
So in that sense, I would call the person tender-hearted or sensitive, with a sense of respect for others that comes from with self -respect.
Can't have one without the other.
On the other hand, even us so called sensitive types can have some outrageous, even dark or twisted sense of what we find funny- without it being at someone else's expense.
A lot of it is how you look at life, and where you see humor.

But a lot of jokes are very close to bullying. So someone who didn't like being made the subject of covert bullying? I'd call them fairly normal.
