Microsoft offers a solution. Free Domain, free hosting.
It doesn't offer all the bells and whistles on the hosting you may wish for but, it's free, WITHOUT advertising.

You MIGHT find someone offering free domain registration IF you take one of their major hosting plans, OR you might find free hosting if you BUY the domain from them.
You will NOT find both together.
If you use GOOGLE for "Free Web Hosting" you will find the cheapest available. It's usually cheaper to BUY the domain and get free hosting than to pay for hosting to get the domain free.
