Sarcasm is ALWAYS wasted on those for whom it is intended.
As for humor? Some people do not understand the least little bit of subtlety; others seem to lack a sense of the ridiculous.
I do not understand them at all.
Don't you hate to tell a joke and then have to explain it?
And then have your listener fail to see anything humorous?

KITTYCAT- I am a high-functioning autistic. Large portions of my life revolve around humor. You are way off-base.

One case of this is Fetal Alcohol Syndrome which is passed down to the baby. Studies have proven that many with this disorder, don't know right from wrong. Usually the dead give away to look for these people is a unibrow in which the two eyebrows either connect or a very close.
Down's Syndrome can be another one where they don't
understand humor or sarcasm, but they are the sweetest and kindest people you could ever meet.
Autism is another one. There are many........just giving a few right now. Thanks for making me have to think deeper.

lol! no i am kidding. there is two possible reasons for this. Either the person is distracted because there is something in their minds... that take most of their energy, or it could be a defense mechanism, because the person does not want to understand deep inside.

well one of the diagnostic criteria for a person with a schizoid personality disorder is lack of emotionality or indifference to praise, humor or criticism. but even so, you cannot classify a person just like that. there are certain criteria that a person must meet in order to be classified as suffering from a disorder. refer to DSM-IV.
but then, you can always laugh and tease him as having schizoid personality disorder, that is if he will be affected by it. ^_^

People who have autism , especially high functioning Autism do not..... However it is considered a Developmental Disability.
