NO. A bribe will encourage MORE corruption, not less. An official bribe would become routine, but even more would get things done.
Corruption must be rooted out and stopped by law and a willingness to fight it. Unfortunately, too many people look the other way and accept is as the cost of doing business.

If it is made official it would not be called a bribe and the officials will find an unofficial way to make you pay bribe even if it is allowed officially.

If you make Bribe official, they will have to declare it and pay a hefty amount of tax on it .
If it can work then the government will be more than happy to collect it as a value added tax - English used to call it Bakhsheesh, you call it tip - some call it lobbying at high level cases - some even call it agreeing to high command orders.
This is not a good idea at all - for a poverty stricken country ( I am taking about when a good portion of the middle, lower middle, and poor people can ill afford it).

If bribing is made official than the corruption too would be called "official" corruption. This already exists in different forms and we do not have to introduce afresh !!!

all are crazy bribe or curroption is a big disease than aids nobody suggest to find cure for it people are used to give bribe from birth to death even if they dont ask for bribe also people give them bribe forcibly to get there work faster now there is no question of officiality it is official and every one accepts to this bitter thruth, try to put habit by not giving bribes you feel you are the best.

the place? In Saudi Arabia? In Israel? it is how they're surviving. If that's not for the foyer they're paying that they had be a area of the Arabia's desolate tract. Ban IAPAC and all foyer manipulations and you will treatment corruption.
