i had tried to boot from cd but after completion of boot process the msg comes o usb device detcted and also in bios setting in boot priority on 2 options are available the option of hard disk is missing

I guess some Boot sector problem...
Also cable problem may be..
Do check properly..

Your pcis not reading your HD.Are you sure that you have the boot sequence in the proper order in you bios? It should be
1)floppy(if present)
2)dvd/cd rom(which ever device you may have)
2)IDE Hd
of course make sure the cd is in the DVD/CD rom before you boot.

I almost forgot-also make sure your cables & jumpers are set in the proper sequence(i.e.primary master,,Primary slave,etc.)
if you still do not see the HD,check the cables & make sure they're in properly,2nd-make sure the jumpers,usually either to master,slave, or cable identify next to the place on the end where the ribbon cable plugs in, are set up properly too.

About the usb device...have you recently installed a new device,via usb?I'd make sure nothing is plugged into any usb ports.
Also some bios have an option to enable or disable the pc to install OS.Check in the bios & see if the function is enabled.You must be the administrator usually,especially if there is a password on the account.
YOu can always disable it when you're done.

If the BIOS can't "see" the hard drive, guess what?

Your hard drive crashed, I hope you do regular backups.
