No, not ever. He used to sneak in Dudley's room to play whenever the Dursleys were out. In all the books, his room was never described to have a computer. And after learning he is a wizard and all the adventures he got into, I doubt if owning one would be on his list of priorities. And remember, he never had any Muggle money so he cannot buy one himself and surely the Dursleys wouldn't even think of it!

Not while he is at Hogwarts.. not once do they mention it in any of the books.
But while he is living with the Dursleys.. Dudley has a computer and Harry used to try and sneak computer time on it whenever they were out.
