you can download a web server. I do that for reading tutorials.
downloading software: httrack for excample.

With certain settings, you can download sites and look at them, but you have to have surfed to find them before hand and saved the image to your harddrive. Look up "working offline" in help on your browser

theres no way that you can. your isp must allow access. they are the one's who get you connected with everyone.
you have to pay your bill bud if you want to surf the net. fo sho!
