i got a book called junkbots bugbots and bots on wheels.On some of the robots i need parts that i cant find.i already looked at radio shack they hade a lot of parts but not any buffers chips(which is what i need).what other places are.not on the internet

are you in so cal maybe? I have a store in los alamitos. I have buffer chips in the shop but dont have them listed on the internet.
if you can't get to a robotics hobby store, www.digikey.com is a decent place for ICs on the net. but the shipping cost will be high. order all your parts in one shot.

There are several sources on the net. It depends on which robots you are going to build. Do you want a Kit? Do you want to make one from scratch? Do you need plans? What type of robot (hexapod, biped, etc).

Some places to look are Make Magazine, videos on You Tube, etc to get some ideas.

the only parts i don't recommend doing yourself are the electronic components. the solder and a soldering iron you can find at an electronics store.

then you can buy aluminium, wood, any metal from craft stores and cut them or drill them at home, to make your desired shape. also mixing polystirene and acetone, will make the polystirene melt and u can shape it and then after the acetone evaporates it becomes hard.

and as about the software u can buy the programmes or simply write them yourself
