If the criminals are really dumb I sincerely doubt that the FBI would need to be called in to investigate them, the state police would be able to handle dumb criminals easily, the FBI deal with the intelligent ones. So in answer to your question, no.

IQ is relative, but everyone that comits crimes is dumb if they don't know the penalties that would be imposed if they got caught. Armed robbery, for example, is the stupidist thing you can do. Most convenience store cashiers only have $25-35 in the till and it isn't worth it to spend 20 years in jail to get $25.
It is worth it to take a trip and go to the food stamp office, you may be there for 8 hours waiting in line but for the 8 hours work you get a food stamp card. And there would be no penalties for going down, except possibly a bus fare expense, you can panhandle that, or ask MUMMY or DA-DEE if you have one......
