In general yes. Since the rule of the best man has high probability of the rule being misused for personal gain.
Rule of the best man has many a times been misused for personal gains, personal gratification and many a times such rulers have suppressed the truth and common masses.
Even if a man is very good and sincere in ruling his domain or region, his subordinates, his successors may not be equally good like him in carrying out responsibilities and can misuse the rule for personal gains, gratification and even for suppressing common mass.

In the rule of Law however you still need good person or good people to carry out the rule. Since no Law will be complete and applicable to all situations that can happen in future. We need government of people to see applicability of laws in a variety of situations, modify, remove or add laws as required
to the set of applicable laws and oversee the implementation of the law. Any good law can not be static like stagnant water, it has to be dynamic and responsive to the changes in time and situations. So you will still need people in government in the "rule of best law" situation.

If the government and administration is made of bad person or people the rule of law can become bad for everyone being governed. Such a person or people are again prone to misuse the rule for personal benefits, personal gains and gratifications and many times they even suppress the common masses. However they are still bound by the laws, the good or the best laws that make up the ruling freamework.
They can not vehemently misuse their powers since they are all bound by the laws too. If they misuse their powers then there many be repercussions. Many a times such rulers have been removed from governing the state which is ruled by the good laws.

However if "the best law" is present and there is a mechanism where as a ruler or a set of rulers can be removed or reestablished or confirmed to continue from time to time depending on their performance and behavior in the government then we have got safety mechanisms for "the rule of good laws" or for "the rule of the best law". Since if the people or person governing the state with the good law or the best law does not behave properly or does not perform then they can be removed and that too without a coup or military unrest.

But the rule of the best law which is not being administered and governed by good or the best people has lacunae too.

Thus Democracy with "the rule of good or the best law" which is governed by good people sounds like one of the best possible solutions, considering probabilities and other effects and counter checks.

Personally i think even the best rules are suitable for the average man. Good people have a discipline of mind which is functionning above the common law. and that is the reason why they are not understood by others very well.

The Will is positive, the Judgment is negative.
