I told the store manager and He said that there was nothing that he could do about it he said if it happens again to call the police.

You did the right thing! No one has the right to touch or speak to you in a way that makes you feel uncomfortable. Things like this are pretty serious, and it's best to let someone know about it (like the police). If you ever see the guy again and he tries anything, definitely tell someone.

However, that manager sucks. He should have called the cops immediately after hearing about your ordeal instead of "if it happens again call the cops".
