Before you do anything, scrub it well with javal water chlorine bleach. Wear protection including a mask because mildew spores can cause severe allergic reactions. After it is well removed you can wash and paint the walls.

Depending on how bad the mildew is make a spray bottle of liquid bleach and water. start with 1 part liquid bleach to 5 or 6 parts water. Wait for 30 minutes and if you still see mildew it make a stronger solution. Make sure the room is well ventilated. The bleach will burn your throat,nose lungs etc. After the mildew is gone spray with vinegar and it should be gone for good unless you still have a moisture problem.

Mildew can be removed with scrubbing but bleach will help keep it from coming back. Get a bucket and put some cleaner in it, put in a cup of bleach and just clean and it will come right off. If it continunes then use a stronger bleach solution.
Don't play around with it though. Do not breathe it in while you are cleaning it (the mildew spores).

You have to kill it with a bleach solution before you paint it, or it will come through the paint. It's alive.
Spray the wall with a solution of 1/2 cup chlorine bleach, 1/3 cup powder laundry detergent and 1 gallon hot water, working from the base of the wall up. Scrub it well, then rinse.

with warm soapy water as not to bring paint off with it. then buy a small de-humidifier to pull moisture out of your home and prevent future mildew madness! G.L.

Wash the walls with SUGAR SOAP then if it needs painting ? use a washable paint with mold inhibitor.
