If you suspend a player than his salary no longer counts towards your salary cap; it really doesn't mean anything other than that Niedermayer is under contract and has not decided whether to play for them or resign as of yet.
were selanne under contract they'd have done the same.

He could choose to return to the club tomorrow and immediately resume playing (the "suspension" automatically lifts upon him reporting).
