the 1st anwerer is right. but to make it simple, it's basically, the one that serves as the reward or punishment for something done in order to strengthen a behavior.

There are two types of reinforcers: positive reinforcers and negative reinforcers.
A positive reinforcer is any environmental stimulus that, when presented, increases the likelihood a behavior will be repeated.
