If you plan to send a package from singapore to philippines, you could go either the Singapore Post or the private couriers - FedEx or DHL. Singapore Post takes around a week to reach Manila. But once in Manila, the Manila post can take some time to re-distribute it to the place of destination -- which would be, probably another week.

As for DHL and FedEx, they can deliver it the next working day -- although of course, the price is more costly. But you're sure the recipient gets it.
