Standard glass cleaner (like Windex) should do just fine, maybe one with vinegar in it. I've been around smokers my whole life and that should be all you need. Depending how "thick" it is, you may have to clean it twice.

News papers and Windex the ink cuts threw the nicotine and tar. then clean it with coffee filters and Windex to get a streak free perfect shine. But don't skip the last step you need to get the ink off of the windshield. It does no harm it's cheep and effective

Believe it or not, from a smoker whom switched from cigarettes when they went over $30 a carton to those $9.00 a carton mini cigars, COFFEE. Yes, just plain old (I use instant)
cold, not even all that strong coffee. It cuts that like a knife through hot butter. I use a chamis ( what ever, spell cheker can't even fix this, but I think you know what I mean) to do it with as then I don't even get that many streaks and a fresh water rinse helps kill any odor as well.

Wal mart sells a can of windshield cleaner that I find very nice. Either that, or vinegar and water, but then you have the smell for a few days.

old news papers and windex works really well,and old news papers wont streak it either,that's what i been using for years now,it works,good luck with it.
