It was live action, meaning REAL people, and Peter Pan was actually portrayed by a WOMAN with short blonde hair.

You're most likely remembering a television production starring Mary Martin as Peter and Cyril Ritchard as Captain Hook. It was originally a Broadway musical, and filmed for television twice, once in the '50's in black and white, once in color during the early '60's. The later version was released on video about 12-15 years ago or so, and rebroadcast on tv two or three times.
There was at least another live version that was filmed for television, starring Mia Farrow as Peter, but without songs. I don't remember if that was ever reshown, however.
The IMDB website may have a listing for one or both productions, as they have included television films in their database.
