When I was in the Border City Pipes and Drums I cheated and wore grey FOTL boxer briefs. Very comfortable and kept the pride and joy warm on cold blustery days on the parade grounds.

In cold weather, or places with unusually delicate sensibilities, undergarments are permitted.
PS - Students at Cornell often wear kilts - they're very traditional and used to cold weather...
