No, she's talking about how her friend can always rely on her. "Because when we shine we'll shine together, know that I'll be here forever, that I'll always be a friend, you could stand under my umbrella." As far as the umbrella goes, I don't know if she means that if its raining her friend can stand under the umbrella or if she'll protect the friend no matter what. When she says "Oooh baby it's raining" I assumed she meant her friend was going through a hard time.
