No contest. The Bush administration has killed more Iraqis than Saddam ever did, and has killed more Americans in Iraq than Al Quaeda killed on 9/11.
Between the two Gulf Wars, Bush's dad and Bill Clinton together killed as many as a million people in Iraq, who died from easily treatable diseases because they couldn't get drugs. And most of these were small children. Madeline Albright, Clinton's sec'y of state, was asked right-out once if it had been worth killing -half- a million Iraqi children to keep Saddam contained and she said without even hesitating that it had been worth it.

BTW, Saddam came into power in the 1960s with the help of the CIA.
Osama only killed a few thousand. Bush has killed tens of thousands or more, it's pointless to count!

that's a matter of opinion that ranges greatly...
probably Osama and Saddam... Saddam had a good 30-40 year head start and Osama had a good 20 year head start...

Are you counting the ONE MILLION people who died in the nine year war with peaceful little Iran? Or are you counting the nameless hundreds of thousand Sadaam buried in unmarked graves?
