Currently the most effective way to get rid of pop ups is to use one of the many spyware protective software programs.
A good anti spyware program will do 3 things that will clean your computer and then keep it clean. It will scan your computer to discover where the problem is, then it will run through and completely remove spyware from your system and then it will run on your computer in the background, defending you against future spyware attacks.

You need to get the following three pieces of software.
They're all free although they take donations.

Firefox browser. Search for Mozilla Firefox and download
Spybot S&D. Search for Spybot Search and Destroy and download
Ad-Aware. Search for Lavasoft Ad-Aware and download.

The browser will stop most pop-ups. Sybot will clean you system of virus, keyloggers, etc.
Ad-Aware will clean up any pop-ups lurking on your system.

Run 2 and 3 at least once a week.

Firstly update and run your anti-virus product. You can also run a free online scan as well as some malware can actually corrupt or disable your resident security products. Here are a few online scans you can run:
Trend - http://housecall.trendmicro.com/...
Panda - http://www.pandasoftware.com/products/ac...
Norton - http://security.symantec.com/sscv6/defau...

Second download, update and run scans using the following products:
SuperAntispyware
http://superantispyware.com/
Spybot S&D (free version requires manual updating)
http://www.safer-networking.org/en/downl...
AVG AntiSpyware
http://free.grisoft.com/doc/20/lng/us/tp...
Adaware from Lavasoft (free version requires automatic updating)
http://www.lavasoftusa.com/products/ad-a...

(These programs can be run in Safe Mode after downloading and updating)

Third, after cleaning your system, disable System Restore, reboot and re-enable System Restore when you log back on. This will clear the malware that may still be lurking in System Restore, which could be reinstalled should you need to rollback at some point. Additionally, a reboot may be required to complete the malware removal process.

Lastly, you may also want to install the following tool. It is free and requires you to check for and enable updates manually once a week or so. It uses no system resources.
SpywareBlaster (inoculates, not a spyware removal tool)

==============================...
If you cannot get it removed after the above, you may want to join a tech group that specializes in providing manual instructions on malware eradication.

Generally pop-ups start in your browser, then get installed on your PC.

Start by getting a browser that automatically blocks pop-ups (like Firefox - like the previous responder said) or install a pop-up blocker in your browser (IE).

Next, install Adaware and Spybot and run them separately to clean out the malware.

Rise up the speed of your Firefox Browser:

Open the configuration menu by typing in the following into the field where you normally fill in the URLs:

You save the changes by clicking the right button of your mouse somewhere on the screen and choose new -> integer from the menu. Now you have to write nglayout.initialpaint.delay (or simply copy / paste from this file) into the popup and type in number 0 into the next window.

go to this link www.toolbar.google.com and download the google toolbar, for free. it comes with a pop up blocker. i use it and i dont get a single pop up.

what causes pop ups is spyware, i suggest going to downloads.com and download adware.... its free, and it will scan your computer for spyware and and erase them.
