what if the community organised themselves to collect the money to pay the road builders to build roads...

what if the road builders gave a community discount considering they were part of the community too?

and the same for other services... would the governing directives then be just a tax burdon?

You actually described a government. Just on a smaller scale and dealing with only roads.

It sounds good but there are some issues in many areas where it does not work. A good example is when a develop offers to build the roads (infastructure) in lieu of fees to the community (people). This saves the community the costs of going out to bid, possibly being sued, and paying "prevailing union wages" that the developer is not bound too. So some times the "middle man" is a good thing for the tax payer. Bites for the union guy though.

Government is ALWAYS a tax burden. People work for the Govenment because they can't find a job elsewhere.
The main thing is to get the same work performance out of road builders for the Govenment as for Big Business. Wal-Mart would not pay to have 4 men standing there smoking while one man holds a shovel. That is why it costs so much tax dollars to build roads/bridges. And, they do not guarantee their work.

My concern centers on the fact that many communities and even cities are covenant controlled. This basically means in the hands of many, but in reality it is in the hands of the few. I have seen way to much nepotism and special interests weasel in to sweet contracts you might call pork barrel, and I hear way too much of 'I know someone who can...', and let's face it; what goes around comes around. Is it corruption? Perhaps it's just an idea for participatory democracy in action. I am a part of my community and do more then my share to improve the lives of my friends, neighbors and the community here and metropolitan wide - is this favoritism or a demonstration of patriotic duty? I can't live in certain communities and fly the American flag god forbid, but the American flag is part of my logo and pasted on my truck. Now if I was in the Middle East, well that's another story about democracy, and I would probably be shot or burned out.
Middle men in many cases are a control but they can be a pain in the tax wallet.
