Neither, it is a cephalopod, related to squid and cuttlefish. An octopus is very intelligent and has a highly complex nervous system. It has three hearts, two which pump blood to it's two gills, and one that supplies blood to the rest of it's body. Some are venomous and dangerous to man because of that venom. Live very short lives, some species as little as six months. Have a beak similar to a parrot, which is the only hard substance in the creature's body, it has no bones. Can emit a black inkish liquid when threatened and also has the ability to detach a limb at will if threatened. A wiggling arm could look more appealing to a potential predator.

It is a mollusk, which is not an amphibian,reptile,fish or mammal, it is a totally different classification related to squid,clams, oysters.
