Could have a virus, low virtual memory, hardly any hard drive spaces, etc. etc. etc. When you're accessing the Internet make sure everything is closed and see if your computer speeds up.
Also, not all high speed Internets are the same.
DSL is slower than Cable which is slower than Verizon's FIOS.

If the problem persists you will probably need to have somebody diagnose the problem.

Another thing to check is when the computer slows down do a
CTL ALT Delete and go into the Processes screen. Check CPU usage at the bottom, if its high and stays high there may
