There are no roles written specifically for black people. But these days, many theaters cast racially blind and put the best actor in a role regardless of ethnicity.
Hello Dolly! as it was originally performed was an all-white cast. There was an all-black revival with Pearl Bailey playing Dolly. And the film had Louis Armstrong singing Hello Dolly with Barbra Streisand. So there's a precedent of casting black performers.

Everyone has focused on black, and ignored the other important word in your question: Children. There are no roles for children in this show, regardless of ethnicity, unless the director chooses to sprinkle a few into the chorus to fill out some of the crowd scenes. Even then, the choral books have no vocal parts for them, other than where they fit into the basic SATB ranges.

You have kinda week answers. The truth is that Dolly was played by black stars on Broadway. The roles in Hello Dolly have no specific ethnicity, so they could be played by anyone.

Probably for background singers and dancers. I seriously doubt there's any parts where black people actually have any dialogue. Would surprise the heck out of me if there were.
