1. Quit Internet Explorer and quit any instances of Windows Explorer.
2. Click Start, click Control Panel, and then double-click Internet Options.
3. On the General tab, click Delete Files under Temporary Internet Files.
4. In the Delete Files dialog box, click to select the Delete all offline content check box , and then click OK.
5. Click OK.

Computer Guy's answer is good. There are a bunch of temp file cleaners on Download.com available for free.
Or, you could just go into your browser (internet explorer) and choose Tools >> Internet Options, the under Browsing History hit Delete, then Delete All.

You are using Internet Explorer in Windows? Click Tools | Internet Options | Delete Files | check Delete all off-line content, click OK, and click OK again. Then, click Tools | Internet Options | Delete Cookies and click OK. Then Tools | Internet Options | Settings -move the slider arrow under "Amount of disk space to use:" all the way to the left and make sure that counter says 10 MB or less, then click OK and then OK again. One more time, click Tools | Internet Options | then click on the Clear History button and then click Yes in the pop up window. Where it says "Days to keep pages in history:" make sure that is set to "1" or "0".
Now, download and install Ad-Aware and Spybot from CNET.com or download.com or pcworld. com or tucows.com. Start your pc in safe mode and run AdAware and Spybot, one after the other.
Lastly, and for your own sanity, consider switching to Mozilla Firefox as your browser.
