Well not really. They definitely don't need to be the same age and if a turtle likes another turtle of a different breed they will mate and be fine. (this won't happen often though)

Age to have babies- turtles will not have babies until they hit reproduction age, usually over 4-5 years old.

Whether two different kinds can breed depends on how different they are. Yellow-belly Sliders and Red-ear Sliders can interbreed- they are both 'Trachemys scripta'- Red-ears are T. s. elegans, and Yellow-bellies are T. s. scripta. That relationship is pretty close, so it will work.

Red-ears, however, will not interbreed with, say, Painted Turtles, which are members of the Chrysemys family- just too different.

If your turtle looks sick, it probably is. Sadly, most people do not give turtles the cares they need. You might want to look at a good care site such as http://www.redearslider.com or http://www.austinsturtlepage.com for help.

As the previous answerer said, I'm a bit unclear about your question.
However, I will give it a shot.
Water turtles usually become sexually mature at 5-8 years. Box turtles about the same. 5 yrs is the earliest.
I believe it is possible to cross-breed different species of water turtles, but not entirely sure.
You cannot breed a box to a water turtle.
As to "my turtle looks very sick, but they aren't" I have no idea what that means.
Hope I was able to clarify something for you.

I have no idea what you're talking about. Can I get a translator?! I hope you're not asking about breeding your sick turtle. Sick animals don't breed. You should be trying to get it healthy rather than worrying about something you're not ready for.

*Sigh*
Why do people keep doing this?

I'm sorry, I have read this question several times, and I just have to admit, I have no idea what you're looking for.
