Kenshin OVAs... the most tragic I hav seen...
Wolf's Rain... very sad ending...

Grave of the Fireflies, Kanon 2006, and School Days are all really sad. Another one that hasn't been mentioned yet is Higurashi no Naku Koro ni.
But I have to agree with NeoRchrd, Kanon 2006 is the saddest anime. I love that show.

i dont think this is the saddest anime but the saddest thing ive seen in an anime would be Full Metal Alchemist... the episode where the guy makes a camera out of his daughter and dog... i was pretty young when i first saw that episode... so its pretty emotional... my sister cried (drama queen) my 17 YEAR OLD brother said that he cant watch that episode ... that its just too sad... (drama queen) lol anyways... that is the saddest thing i have ever seen in an anime....
i wont lie i did get teary eyed when i saw it and it takes alot for me to cry...it was just so sad... i think the writers did that on purpose...
... but my sister was BALLING ... she was crying sooo mouch
there are other points in that show that are VERY sad... its not even funny! but there are too many to say... but this was the most emotional bar none

Kanon 2006
I've seen Kimi Ga Nozumu Eien, Elfen Lied, Air, all of them are sad animes but the saddest for me is Kanon.

Elfen Lied hands down. This is the only anime that made me really cry! Even when I think about one of their sad scenes, I get teary!

i agree with everyone else that said ruroni kenshin, that was the closest i've ever come to crying watching anything, i'm not one of those very emontinal people, so it takes a lot to get me crying and some of the naruto episodes are very touchy

Rurouni Kenshin OVA's. They were so sad i cried for the first time in an anime.
SPOILERS:The part where Kenshin dies in Kaoru's arms just kills me everytime.
