It would obviously depend upon what and where you were drawing upon. Most sidewalk chalk art is allowable, and there are several artist that do this type of drawing. Something that is offensive, would not be alright, and would be considered graffiti.

I can only recall an incident that occurred "way back in the dark ages", 1968 or 1969 as best as I recall. A friend of mine and I were roaming about our big city, and he had the idea of taking chalk and putting the word "****" on the bridge. It just so happened that a cop was watching him do it, and he was apprehended before he got away. He didn't spend any time in jail, but he had to wash it off, which wasn't easy since it was pure rock chalk and not the store-bought kind, and then his parents were notified. I can't recall if he was ever fined or received a ticket. It's been too many years ago. I can tell you that railroad cars get A LOT of drawings of a lewd nature all over them. The railroad companies don't like it, and I'm sure they'd prosecute if the offender / artist was caught, but I simply don't know about the specific laws on the books. God Bless you.

No, it wouldn't be considered vandalism (but you may want to check with where you live), but just to be smart you might want to check with your police station or something.

if it isn't your property. anything that marks it temporarily or permanently is considered graffiti unless the owner has permitted you to do so.
in other words, anything that modifies the original appearance intended by the owner.
