It is called "The Call to the Post", and is simply a trumpet fanfare. Indeed that is how I found it in google -- typed in "horse race trumpet fanfare" and Voila!

With a bit more research I can perhaps find out who "wrote" it.

It is also known as "First Post", one of the series of military bugle calls.

Hmm, I can't recall the last time they started up a horse race with the "William Tell Overture" -- Was the crowd still there after they finished??
