I guess working for the private sector is not all it's cut out to be. I teach at a public school and we get a raise for every year of service. In addition, we have different columns based on a person's education so that you can earn even more money if you have a graduate degree.

It is unprofessional, but stay and ask whoever is in charge of funding why you didn't get a raise. Don't go into the public schools. If you do, you'll probably get laid off within 4 years. Last year, my (public) school district laid off about 100 teachers. Public schools are unreliable unless you've taught there for several years. After that, you could do nothing during class and they'd fire a perfect, but new, teacher instead of you. Of course, that also goes the other way around. If you're new, they'd sooner fire you than a teacher that has tenure.

Go into the public schools. You will have a raise every year but you will have to deal with the public school kids. Or, you could stay where you are, with the private school kids, and no raise. Hmmm. Your decision.
It's fair enough that they have to wait for enrollment to decide about raises.
The option is -- teach in the public schools! Enrollment is guaranteed! But you might not like it!
Life is nothing more than a series of trade offs.
But don't complain once you've decided to trade.

So they told you that the possibility of a raise would be tied to enrollment, and that it was not possible to know that until after August, and now they've told you that a raise is not possible--and that they were close to having to lay off people.
This is not unprofessional, just realistic.

Maybe speak to others about it to see if you're the only one affected by this. There should be more explanation as to why you did not receive a raise this year other than what you did receive. I do agree, very unprofessional. You must speak to someone who has the power to do something about.
