Two things you need;
Gutters' to keep the water draining off the roof, away from your foundation
A sump pump to keep the water moving towards the drain as soon as it starts coming in.

USA There are several good answers already. You need to stop water from contacting your basement walls, or waterproof the walls, thereby preventing water from coming through the walls, or let the water come into the basement and pump it out. Try rain gutters, and place the leaders away from the house. Make sure the land slopes down away from the house. The best way is to excavate outside, expose the foundation and apply a waterproofing membrane ( not tar ) to the foundation. Done correctly, this will end your problem forever. But it is not cheap.
Or put a sump pit and pump in your basement.
Good Luck

Go to your local hardware or home improvement store and ask for Dry Lock. It is a paint product. When your basement is nice and dry, clean the walls few inches above where you were flooding to and than paint with brush for rough surface. Make sure you go into all groves etc. Depending on the product you use you will need one or more coats. It is a good product and it will do the job. I used it when I lived on East Coast where it rained all too often!

Make sure all gutters and drains are draining away from your house. You can use the Dry-Lock and you can also install a sump pump. It's not that hard, but you need to dig a hole for it.

There was a show on tv that dealt with that problem. I cannot think of the man's name. He actually knows what he is doing which is unusual. It is on periodicaly. He wears white coveralls and has light graying hair. The name of the show is a play on words using his name. Every episode he is fixing messes left by previus contractors. Good luck.
