Can't change size of display. Tried all normal ways. What can I do?

I know how to go to the control panel and change the appearance to be smaller. That is fine for the desk top. But the internet is as big as a house and we have View set on 'smallest". I have checked everything that I can think of. I am on an office computer and everyone here has tried to fix this, but no one can. It is using Windows 98. What a piece of crap. Can anyone help? I don't think it is a simple thing, I have tried all of the simple things. What control am I missing? Thanks.

have you tried changing the screen resolution
